Whitby Mayor Elizabeth Roy has issued a statement responding to a Durham Regional Police Service public safety alert about high-risk offender Keith Theodore Constantin, who police say will be released in Durham Region on Sunday, October 11, 2026, after completing a court-imposed sentence.
Roy said the release is deeply concerning for residents, particularly parents and caregivers, and noted that municipal councils and local police cannot change or extend a sentence once it has been served. She said she will meet with local MPs and MPPs to share community concerns, adding that criminal sentencing is a federal matter and courts are federal and provincial.
The mayor thanked DRPS for issuing the alert and expressed confidence in its monitoring of the offender. As chair of the Region of Durham's Health and Social Services Committee, she said she will bring forward a motion requesting a comprehensive review of services provided by Durham organizations that house high-risk offenders after release.
